The core argument of the 2026 edition , Reconfiguring Europe in a Fractured Global Economy , is straightforward. With the global order at a point of rupture, Europe can no longer rely on its Reduced Responsibility Model to advance prosperity: it has to confront difficult political choices inherent to providing fundamental public goods such as defence, financial stability, or strategic investment.
